Because the report surveys a number of different open-source software
licenses, and discusses issues of redistribution of possibly-modified
software, it may be useful to those of you who are rethinking the
LaTeX Project Public License (LPPL).

The report is long, but most of the relevant material is found in the
first 60 pages, buried in bureaucratese.
