I have just read a new document ``Quotation Character Semantics'',

This document discusses quotation character conventions in several
European languages, and a related document ``Apostrophe Semantics''
at
http://www.unicode.org/unicode/uni2errata/Apostrophe.htm
discusses issues that appear when more than one apostrophe-like
character is available for use, as is the case in Unicode.
I raise these issues on the tex-implementors and latex-l
lists because I believe they are relevant for TeX markup
of documents, and for the LaTeX-3 design.
