That looks like a good start!  Though, I can't find the string @elt in
the output of

\documentclass{article}
\usepackage[german]{babel}
\begin{document}
\makeatletter
\message{\bbl@languages}
\makeatother
\end{document}

but instead see some @hk@'s and @ev@'s
