Hello,

I don't know if this is the correct place for it, but since it involves
the format and Babel...

In the hyph-utf8 bundle of hyphenation patterns, there is one file that
has not babelname set (in the comments):

tex/generic/hyph-utf8/patterns/tex/hyph-no.tex

I don't know how other distributions make it, but I grep the pattern
files in order to match a Babel name with the patterns (in fact, 
loadhyph-*.tex) to load when generating the format from a list of
supported languages that the user wants in the LaTeX format.

Not knowing if it's intentional (to not specify the babelname for this
file) or not, I mention it...
