I have tried to generate TDS archives that can be unpacked
in a texmf tree directly. The documentation files are generated
in PDF format:
* hyperref features are added: bookmarks, links, ...
* the pdf files are post-processed to decrease file size
  (without PDF-1.5 features)

The result:
http://www.informatik.uni-freiburg.de/~oberdiek/tmp/latex-tds/index.html

Yours sincerely
