Where is the problem? If fixltx2e has already been loaded then it
won't be loaded again. 

Try it out:

\RequirePackage{fixltx2e}
\documentclass{article}
\usepackage{float}
\usepackage{fontspec}
\begin{document}
\begin{figure}[H]
blub
\end{figure}
\end{document}
