To expand the topic a bit further: I'm still waiting (and hoping) for a
(La)TeX implementation that speaks e.g. german and corresponds in measurements
understood by a normal (non-TeXnician) user; i.e. instead of
Overfull \hbox (2.0pt too wide) in paragraph at lines 140--140
it would output something like
Zu volle \hbox (0.7029mm zu breit) im Absatz in den Zeilen 140--140

So what is needed is NLS for TeX and LaTeX.
For TeX this should be simple; a change file should suffice.
But for LaTeX? The messages are hardcoded into the kernel... :-(

Any chance of having something like this in LaTeX3?

Best regards
