Don't think about packages prior to lppl because the problem will stay there
even after changing lppl.

Current lppl already gives a chance to friendly overtake an unsupported
package: rename it. They main problem may be the organization. If e.g. a
package at CTAN would be moved from /supported/foo to /other/foo or even
/obsolete/foo and a file would be created /supported/foo/see_newfoo this may
be an improvement.

BTW: I really know the problem of "how to find the author and what to do after
not finding him" because I've had it when I started with KOMA-Script in 1994.
