As far as I can see it is consistent with the LPPL if *-tex engines
have  a modified input path that picks up a modified inputenc.sty, so
long as any modifified packages, in the words of LPPL


> clearly and unambiguously identifies itself as a modified version

So there is no need for the base packages to have explict reference to
experimental engines, but also no need for packages that are known to
fail on those engines being loaded by default.
