OK...has consideration been given to using catcodes throughout
a document that will facilitate \verb being used anywhere?

This means that macros have to do argument parsing themselves,
but hasn't that been worked on already with a view to *ml tagged
input?

(Not intended to merely stir the pot or rekindle a debate about
making all characters active, even in the macros...)
