Is the absence of \vbox_gset_split_to_ht:NNnĀ  intentional?

I also note that, unlike the other \vbox commands, there are no 'c' 
variants provided by default for \vbox_set_split_to_ht:NNn, which seems 
inconsistent (albeit easy enough to supply one's own).
