So perhaps the TeX successor should support different formats for .aux
files and the like. If the translations are external to the TeX kernel, it
is not a LaTeX issue.

One suggestion under UNIX could be that the TeX successor gets default
encodings at startup time and via environmental variables, which could be
say file name extension specific, or something.
