Yes agreed improving that error message to give the codepoint could 
easily be done in the core and a hook for you to give a more expressive 
message would also be a good idea, but not this time, we really need to 
stop and an announcement that the final ctan version is ready is 
imminent. Even if we rushed in a last minute change to add a hook, it 
wouldn't really help your package unless you _only_ supported the latex 
2014 release.

There probably need to be further changes in this area to pull in ideas 
from luainputenc or xetex-inputenc and introducing an interface now to 
change it next time wouldn't really help either. But we will keep you in 
the loop of any planned changes to fit in with this idea.
