Personally I think something like that sounds like a good idea, it
should probably make a warning (at least to the log, probably console as
well) presumably most of the time it would "just work" but if the
"active character" implementation of the encoding is mapping that slot
to an arbitrarily complicated TeX construct, then presumably just
letting the character go through xetex as a native unicode character
may do something different, and it may be better to flag that
possibility in the log file.
