my guess would be that there is something wrong with your setup. looks to me
as if perhaps " is active (german.sty loaded or something into the format) and
that results in the above problem. I just ran those files (the way they are on
texlive6 through pdflatex and they compile there without any problems).

to identify that better one would need to trace that error a bit closer (eg
putting \tracingall just in front) to see what exactly triggers the error.

other than the frontmatter stuff (which is also more than a year old) nothing
has happened from my end as I had and have private troubles that kept me from
doing much LaTeX related work.
