``a year or two ago''? At EuroTeX in Paris (1991) I organized a panel
call `why TeX is unusable' on exactly that topic. We're turning round
in circles on these theme since a decade.

And it isn't impossible to do. Linux and Perl demonstrate it. The ease
of use of CPAN.pm is something to die for in the TeX world!
