there are change logs in every file at the bottom (generated from the
rcs/cvs ceckins). given that we only talk about a small number of files i
don't think that is so bad. i'm not sure a separate log would actually be
very beneficial, but if so it should be on the level of the sub projects eg
in xor in my opinion.

The patches did not apply cleanly, so I had to do some handwork.  I
found that there were no ChangeLog files (which are common for
projects I work with).  Should I start one?  If so, just in the top
experimental directory?
