I believe that some journals already accept a URL when submitting an
article; this points to an e-print archive.

Electronic publication and standardisation of macros need to be
developed in parallel.  With LaTeX relatively well standardised compared
to the WWW world (well, what standards there are are often ignored by
major players and users), one must be careful here.
