ACK, we should mention what the script really does (i.e. your
modification or something similar like assigning the device to group
"plugdev").

I think that's due to the ancient PyNN API level :(. And yes, we'll try
to align the API levels of Spikey and the NM-PM1/ESS systems;
personally, I'd like to directly upgrade both backends to 0.8.
