All variants of \verb (short or not, command and environment alike) rely on their ability to change the \catcode of certain characters for the duration of the tokenization of their arguments (or body). When any of these constructions appear in the argument of another macro then TeX will tokenize the entire argument using the same \catcodes throughout and never stopping to bother about what any of the commands in the argument might expand to. Thus it will all be long since over by the time TeX expands the \verb-like command, and hence it will, in general, not work. (In the few cases where it will work you didn't need it to begin with!)
