To make this possible we don't need a change of lppl. If the author wants to stop maintaining a package and wants to allow someone else to maintain it, he simply can add something like Everybody is allowed to become new maintainer of The Programm simply declaring this at comp.text.tex. This ist only allowed, if no newer version of This Programm is available on CTAN. The new maintainer must immediate delete this paragraph from the licence of The Programm, add a new support address and release The Programm. My english is very bad, but I think you will understand the sence. BTW: I never used the term "or (at your option) any later version" at the license part of my packages, because I fear such surprising new paragraphs at LPPL. Markus
