As I said before, changes are likely to be driven by code requirements. If there is a point where there is something that we want to do (i.e. a core LaTeX3 function rather than something which is optional) that cannot be done with pdfTeX, then there will be some 'vigorous discussion' and hopefully a sensible outcome.
