I'm not sure that to many document commands should end up here, but I guess you have a point. (An aside: a macro used to store tokens is a variable, not a document command, but as yet we have no document-level LaTeX3 command for these cases.) Basically, this all comes down to having expandable variants of document commands, and deciding how best to specify these. -- Joseph Wright
