This stability though only applies to _released_ versions of unicode so you can also get the Unicode 8 data http://www.unicode.org/Public/8.0.0/ but that's a beta release and will change in place at that 8.0.0 address until Unicode 8 is published. So as long as we never pick up beta releases I think using a version number of (currently) 7.0.0 is enough.
