The DOM already has a relation with the CORBA (see in the introduction), so that would probably provide a basis for the higher level language: WWW publishing would integrate with other types of distributed programming. Then this would be a suitable model for an "extended DVI", by which the new, improved TeX can build: One should be able to do pretty advanced things: There is no longer any difference between a document (or rather its representation in the computer) and a computer program.
