It is the lack of pluralism on the market: So for example, I am not sure you have noticed, but ther is more than one coomercial supplier of papers, but there is just one company asking licence fees for PS/PDF and developing that standard. These problems are for real in the software world: In the past, i think it existed with FORTRAN, and of course still today with UNIX, which is owned by Bell labs, I think.
