You should look at ftp.dante.de/tex-archive/systems/msdos/ or
ftp.dante.de/tex-archive/systems/win32, etc.

The editors found there are a "good choice" to start with - if you can't
find the editor you wanted in there: forget about it.
I like the TeXShell (MS-DOS) and use epm (OS/2) aswell as emacs
(win32/unix)
there is no "best" - AND there aren't to many editors around anyway.
So why don't you yourself take some time and compare them :-)
