As requested in https://github.com/latex3/svn-mirror/issues/35, I've
made a change to the versioning for expl3.dtx such that the version for
that file *alone* is hard coded. I'll update CTAN with this new approach
later today. The result will be that testing for the version of the
expl3 in use will be able to rely on \@ifpackagelater{expl3}..., and not
need to use different parts of the bundle. This should make it easier
all-round to use expl3 and get the 'correct' version.

Before I do the update, I'll also seek to address the point made in
https://github.com/latex3/svn-mirror/issues/36 about deprecated robust
macros. I suspect we'll be leaving these in a bit longer yet, but it's
certainly a good idea to flag up the point about needing to update code.
