\'^^b9 isn't a latex command
\'{^^b9} is (and \section{\'{^^b9}} does what you would expect).
since i don't have a current lamport to hand, i don't know whether
this is documented as such.
whether a work-around for this commonly-used plain tex-ism is possible
i don't know, off-hand.
