Just trying to understand your proposal...
Are your proposing something like this at the beginning of inputenc.sty:
\ifThisIsXeTeX
\switchInputEncodingTo{\optarg}
\endinput \fi
? If so, is there a simple implementation of \ifThisIsXeTeX ?
