One useful thing you (or anyone) could test without changing the format
at all would be to take just latexrelease.sty from the test release
and then test documents with the existing format but start
\RequirePackage[2015/01/01]{latexrelease}
\documentclass{...}
The plan is that this would essentially "upgrade" you to 2015 without
needing to build a new format.
