There is effectively a stable version number in the _directory_ name not
the filename

so in this case 7.0.0. from

http://www.unicode.org/Public/7.0.0/

which is currently the same as

http://www.unicode.org/Public/UCD/latest/

If there need to be any revisions to Unicode 7 they would not be made in
place but there would be a new


http://www.unicode.org/Public/7.0.1/  or whatever.

This stability though only applies to _released_ versions of unicode
so you can also get the Unicode 8 data

http://www.unicode.org/Public/8.0.0/

but that's a beta release and will change in place at that 8.0.0 address
until Unicode 8 is published.


So as long as we never pick up beta releases I think using a version
number of (currently) 7.0.0 is enough.
